[Chapter-delegates] Comments and feedback on revised charter agreement

Dear Alejandro,
I find these problems to be similar in many organisations that involve a
lot of people but do not have a proper knowledge management strategy.
It's a problem at ISOC Chapter level, at HQ level, but also in other
volunteer-led organisations like ICANN. With time, I have noted that a
lot of history, but also worthwhile projects, fall between the cracks.
Everyone wants to do something but nobody wants to write the painstaking
record of what has happened. It reminds me of my undergrad university
days where everyone wanted to write code but nobody wanted to write the
user manual on how to use the code.
