[Chapter-delegates] Comments and feedback on revised charter agreement

Olivier,

were that so, the forgetting that would be unforgivable after nine years
would be of the substantive collaboration between all parties which has
been pointed at repeatedly. Carlos Vera, in particular, has brought up a
very important distinction in what happens when fellowships are granted in
coordination with the chapters and when they are not. The games that can
derive from that have already been pointed at. The new social compact we
need goes beyond the words of the Agreement and Charter and seems to have
managed to go around the ChAC as well. If people who have been at this all
along that period and more continue to point at these same few essential
and unfulfilled things, where is the lack of memory?
