J. Krezner of SDC was the author of RFC 17, dated 27 August 1969.  I
imagine that whatever SDC group J. Krezner was in had the ARPA contract
that led to SDC getting an IMP.  The SDC IMP was #8, probably installed
around April or May of 1970.  The first Host connected to it was an IBM
360/67.  The technical liaison for that Host in late 1971 was Bob Long.
