I can add that SDC was one of the five major speech understanding research projects that IPTO sponsored during the 1971-76 timeframe. I don’t have a specific visual recall of their network interactions, but they could not have been part of the project without a working network connection.  (I was the program manager for this work from 1971 to 1974.)
