Dear Chapter Delegates,
I will be brief, because I believe in results more than words.
I am Ibrahim Moussa, President of ISOC Chad, a Chapter working in one of
the hardest Internet contexts in the world. Despite that, we delivered:
• TCHADIX, Chad's first Internet Exchange Point, which we co-founded in
2024 and presented at AfPIF 2026;
• a national IGF and an Internet governance school (CASIG) that trained
young leaders from across Central Africa;
• a national cybersecurity awareness month with our national agency.
I am also a university lecturer since 2017: training people is my daily
work.
If elected, I commit to three deliverables by end of 2027:
1. A "How to launch it" toolkit: IXP, national IGF, youth school, written
from real cases for small Chapters.
2. A quarterly open call for Francophone and Central African Chapters, a
region still under-represented in ChAC leadership.
3. A short public report every six months on what the Steering Committee
has done.
You can vote for up to nine candidates. I ask for one of your nine votes,
to bring a new voice and a Francophone, Central African perspective to the
Steering Committee.
Voting opens on 22 October. Thank you.
Ibrahim Moussa
President, Internet Society – Chad Chapter
Co-founder, TCHADIX · Lecturer, ENASTIC
