<div style="font-size:inherit">Dear Chapter Delegates,<br style="font-size:inherit">I will be brief, because I believe in results more than words.<br style="font-size:inherit">I am Ibrahim Moussa, President of ISOC Chad, a Chapter working in one of the hardest Internet contexts in the world. Despite that, we delivered:<br style="font-size:inherit">  •     TCHADIX, Chad's first Internet Exchange Point, which we co-founded in 2024 and presented at AfPIF 2026;<br style="font-size:inherit">       •     a national IGF and an Internet governance school (CASIG) that trained young leaders from across Central Africa;<br style="font-size:inherit">   •     a national cybersecurity awareness month with our national agency.<br style="font-size:inherit">I am also a university lecturer since 2017: training people is my daily work.<br style="font-size:inherit">If elected, I commit to three deliverables by end of 2027:<br style="font-size:inherit">     1.      A "How to launch it" toolkit: IXP, national IGF, youth school, written from real cases for small Chapters.<br style="font-size:inherit">      2.      A quarterly open call for Francophone and Central African Chapters, a region still under-represented in ChAC leadership.<br style="font-size:inherit">  3.      A short public report every six months on what the Steering Committee has done.<br style="font-size:inherit">You can vote for up to nine candidates. I ask for one of your nine votes, to bring a new voice and a Francophone, Central African perspective to the Steering Committee.<br style="font-size:inherit">Voting opens on 22 October. Thank you.<br style="font-size:inherit">Ibrahim Moussa<br style="font-size:inherit">President, Internet Society – Chad Chapter<br style="font-size:inherit">Co-founder, TCHADIX · Lecturer, ENASTIC</div><br><div dir="auto"><div dir="ltr" class="gmail_signature" data-smartmail="gmail_signature"><div dir="ltr"><div dir="ltr"><div dir="ltr"><div dir="ltr"><div dir="ltr"><p class="MsoNormal" style="margin-bottom:0.0001pt;text-align:justify;line-height:115%"><br></p></div></div></div></div></div></div></div>
