[Chapter-delegates] Application to form a chapter in Barbados

As   Olivier has  pointed out that  Jason was at the ICANN BA  meetings
and we also  jointly participated with the  ISOC  leadership sessions. He
was a full participant  and I am confident that he has brought together  a
fine  team to build the   chapter.   As  Tracey has  stated  Barbados as
one of the small Island states  has  been a leading star in creating an
Internet strategy and their  proactive  internet strategy is good for
ISOC  to have on the ground activists.  Also I know  that  at Jason's own
expense he attended the  ARIN meetings in Hamilton  a few years ago
demonstrating his  commitment.
I recommended to Jason to provide  more details on the founding/steering
committee to spearhead the  new ISOC  Chapter  so we can have the
confidence that  the organization has the depth and capacity
