[Chapter-delegates] Application to form a chapter in Barbados

Dear Nancy,

I know Jason Hynds from past ICANN meetings and knowing that he is one
of the driving forces behind the formation of the Chapter, am very
impressed that he's been able to work efficiently to get it on the rails
so quickly. The list of founding members shows a solid line-up of
professionals and it appears the proposed Chapter is already well
integrated in the local community through its list of supporters.

I therefore fully support this application.
