I don-t know how long ago this list was set up, but my interest in the
"horizontal" chapter collaboration goes back to the ISOC dinner we had at
NetMundial. I had the opportunity to seat next to Evan and John More and we
had a great conversation on the chances that Chapters would be more active
on their own, sharing experience and collaborating directly between them,
without having to go all the way up with proposals for grants and waiting
for the money to come down. I think the idea is well reflect in section 6
if I remember well and hope some people find it interesting.

I complained about this as well, and got back into the list.

I also expect horizontal collaboration between chapters and don't know if
that affects the name. In any case I hope tis type of collaboration will
become a more efficient way to move Global resources than the actual single
grant system.
