[Chapter-delegates] I'm not getting the mail here. Could be me but it seems systemic

I can't find the proposed new chapter advisory charter and I think I've
been missing several other items mentioned on the chapter delegate list.

I've been active on the chapter question and opted in to every list I've
been asked about, but I think there's another list I seem to not be on.

Can someone update chapter delecates about what lists this discussion is on
and can Even resend the new sharter to chapter delegates?
