[Chapter-delegates] Chapter Advisory Council - creation of an Interim Steering Committee

The Chapter Advisory Council will definitely improve discourse between ISOC
and Chapters. Not that there isn't dialogue, but the  Chapter Advisory
Council will play an important role in progressively addressing core issues
thus improving performance and operation of the chapters, including
tackling intrinsic issues that Chapters could not relay directly to ISOC. I
know there are many issues within Chapters that need to be addresses,
judging from my own experience. Although ISOC and the Regional Bureaus have
been active in this case, but there is need for improvement, with clearly
defined mechanisms for resolving local bottlenecks. Some of these inherent
issues may be directly affecting chapter's performance as well as expanding
membership and volunteers.  In this case the design of bottom-up
consultation should have clearly definitive ToR.
