[Chapter-delegates] Chapter Advisory Council - creation of an Interim Steering Committee

Hi,

to agree with Chrisitian even more deeply: the Chapter Advisory Council must be designed in such a way that it is not a very desirable job, carrying much more responsibilities (like constant bottom-up consultation, drafting of texts, bringing to the community tons of well-understood information, etc.) and an obligation of service to the community.
