[Chapter-delegates] Chapter Advisory Council - creation of an Interim Steering Committee

In addition. I believe that large participation of chapters in the 
Advisory Board task force
from all over the world is a positive approach,
however for final results to be drafted  based on the collected 
opinions  a committee of few people  will be needed.
