Dear Anne,
yes, we all read that message, took it very seriously into account, and the fact that concerns continue to be expressed means that the concerns that Walda's message meant to allay were not allayed.
For this, I would add the consideration in our beautifully rich and diverse ISOC, that maybe sensitivity to the specific presence of a large power which exerts certain powers over the Internet or its users creates a more sensitive response from neighboring countries than from other power centers.
These power-neighbor pairings may be those in the neighborhood of Cambodia or of Mexico, each of which have issues of their own; and I mean specific Internet issues, such as limitations to Internet freedoms, overreach of political or commercial powers within and across borders, etc. Please do not underestimate these, as they are one of the vital signs of diversity.
