I tend to agree somewhat with Frank Martin here. Though it may not be
correct to say that ISOC HQ is embarrassed of its Chapters (Is there
anything embarrassing about Chapters?), I feel that it is rather because of
the convenience of a free hand that makes ISOC HQ slight the Chapters. Board
of Trustees may feel included, but I wonder if they are really included.
Even if they are, BoT may not have all the time required to look into the
details. Most ISOC program and activities are increasingly decided by Staff.
One question: What percentage of ISOC's revenues are allocated to Chapters?
Of what is allocated to Chapters what portion goes directly to Chapters
towards Chapter Development? Two or Three hundred thousand out of twenty
million?

The Chennai Chapter could have contributed to the ISOC delegation's efforts,
I replied directly to offer our participation the same day.
*"**I will reach out to the Government of **India**. Isoc **India** Chennai
possibly together with other **India** Chapters, could send out a
communication to draw the attention of our Ministry of Information
Technology and Department of Telecommunications to important aspects of
ITU's involvement in the Internet. **Please advise us on the specific points
to be raised with our Government **which may be in a postion to discuss that
with other friendly delegations.**"*
I did not get a reply.
Apart from WTDC in Hyderabad, there were other events during the last two
years in which ISOC Staff traveled to take part (e-India at Hyderabad),
committed funds by way of sponsorship (South Asia Network Operators Group
Conference in Chennai) or organized the entire event with a very large staff
delegation (INet Delhi and IGF Hyderabad). If there was any other ISOC
International participation, I did not know.
In all these events Chapters in India could have contributed to ISOC's
efforts but it does not happen this way. Why?
