>>It goes to say that fine lines are hard to find and our pursuits and abilities to to make clear distinctions on a number of things may be critical to their existence. Or maybe for Chapters only? ISOC will still survive for sure, say even it negates Chapters, the "but" is what creates impact what comes along afterwards, if happened.

Dear Narelle,

I'm really sad you think that way Franck, and as a member of the Board
of Trustees, elected by the Chapters, I absolutely do not hold that
view. I've also not seen it in evidence in my term to date. Sure,
there is always room for improvement, and I do have a sense that
people are keen to make the improvements. Indeed Raul (as Chair), and
others continually seek the Chapters' views on things.

I tend to agree somewhat with Frank Martin here. Though it may not be correct to say that ISOC HQ is embarrassed of its Chapters (Is there anything embarrassing about Chapters?), I feel that it is rather because of the convenience of a free hand that makes ISOC HQ slight the Chapters. Board of Trustees may feel included, but I wonder if they are really included. Even if they are, BoT may not have all the time required to look into the details. Most ISOC program and activities are increasingly decided by Staff.

>>It is unfair to say it is increasingly decided by Staff, even if it is true. But the BoT may have a bigger mandate than to make direct involvement on what is supposed to be the Staff matter. I may need to see more, not sure.

One question: What percentage of ISOC's revenues are allocated to Chapters? Of what is allocated to Chapters what portion goes directly to Chapters towards Chapter Development? Two or Three hundred thousand out of twenty million?

I repeat what I wrote on Sat, Oct 30, 2010 at 2:54 AM subject Re: [Chapter-delegates] ISOC Report on Plenipotentiary Conference week 2 & views on Internet issues:

World Telecommunication Development Conference happened this year (May 8)24- June4) in Hyderabad, India https://elists.isoc.org/pipermail/chapter-delegates/2010-May/006259.html

The Chennai Chapter could have contributed to the ISOC delegation's efforts, I replied directly to offer our participation the same day.

"I will reach out to the Government of India. Isoc India Chennai possibly together with other India Chapters, could send out a communication to draw the attention of our Ministry of Information Technology and Department of Telecommunications to important aspects of ITU's involvement in the Internet. Please advise us on the specific points to be raised with our Government which may be in a postion to discuss that with other friendly delegations."

I did not get a reply.

>>I share your disappointment here. But mine is different, and it is not about anything on ISOC. For opportunities with government, in your case might be another story, sometimes we just have to talk with our counterparts and see if they would be interested on what we have, or we have something we can do to help that might be of value to both (or among) parties.

Apart from WTDC in Hyderabad, there were other events during the last two years in which ISOC Staff traveled to take part (e-India at Hyderabad), committed funds by way of sponsorship (South Asia Network Operators Group Conference in Chennai) or organized the entire event with a very large staff delegation (INet Delhi and IGF Hyderabad). If there was any other ISOC International participation, I did not know.

In all these events Chapters in India could have contributed to ISOC's efforts but it does not happen this way. Why?

This thread, does however also have a point. The Chapters should, in
my view, be engaging with their governments to reverse the decision.
How each of the Chapters go about that will be up to them. I urge the
chapter representatives to use the material that ISOC has provided on
the many related topics. Indeed, I'm hoping we in the Australian
Chapter can meet with the relevant government people and put that
  position.

I also have no doubt the ISOC chapter contacts for the various regions
will give chapters a hand, where they can, to prepare them/ourselves
  for such a meeting.

  all the best
