[Chapter-delegates] Application to form a Chapter in Bogota, Colombia

Dear Friends, I would like to understand the implication of this news here

1. What happen with the application to create a chapter named ISOC Bogota?
2. I guess that for communication and easy understanding we call ISOC
Colombia and ISOC Bogota because this last one does not exist.
3. Is there some way to make a formal statement from ISOC, learning from
this process, in order to work in the future with applications to form a
chapter where a chapter already exists? This could includes some additional
requisites and the formal position of the current chapter about the proposed
new one before start the aprobation process for example?

About my point on 3 it would be very helpfull for the list if before any of
us make a public comment on the application for the proposed ISOC Bogota
chapter, we know the position of current chapter, ISOC Colombia, about this
application.
