I agree with this view patrick... when some local authorities do not want a
critical position for political reasons they will look to work with one or
another chapter in the same place and make their position more or less
visible according with their interest. We already have lot of examples of
this happening in our countries and political people trying to infiltrate
technical organizations to promote political activities such as the control
of internet or telecom regulations etc.
It makes sense to having different chapters when a country have a federal
type organization where there are local or regional laws and also national
laws.. in countries where we have only national laws makes sense to have one
country wide voice from one chapter that represent national interest with
neutral and integral positions.
