[Chapter-delegates] Application to form a Chapter in Bogota, Colombia

Para complementar mi email anterior debo indicar que sin embargo de la
opinion expresada, conozco a varios de los proponentes del nuevo capitulo,
con quienes incluso mantenemos una excelente relacion personal y
profesional, por lo que aspiro que puedan trabajar en un solo grupo con
secciones o figura similar como consta en la estructura de algunos
capitulos.
