[Chapter-delegates] Bug in the AMS system

All:
Like I mentioned before it was not my intention to report the bug directly
into this list, but as Alejandro say the community has an amazing power of
self-regulate. The result was that other people did report to have similar
problems with the AMS. I did not hear anybody else in the community
complaining about that exchange of emails except ISOC Global.
Anyhow, I think to have a bug tracker for the AMS will be an excellent
idea.That way we all can see the progress of bugs being fixed.
