I don’t know much. But today the base station does the handoff. (Early phones didn’t have the power to do it. (And probably because phone companies are control freaks.) ;-) So far as I know they are never multihomed in a real sense.
I do know one company in the UK was looking into it, but their architecture would have problems doin it,
