Thanks Barbara (& Greg!).   I can't recall that I ever saw a PRTN until 
today, except for a few that were also issued as IENs.  I wonder if that 
was because of limited distribution or just being too busy with other 
stuff (like writing code, etc.).   Maybe there was a lot more on the NIC 
server than I ever ran across.

I suspect other people working on The Internet back in the 80s didn't 
see many of the reports from the various "other" projects that were part 
of The Internet - e.g., all the work on AlohaNet, ARPANET internals, 
SATNET, WBNET, et al.   It's sure a lot easier now to find such things, 
now that we have search engines and archives like DTIC.

By the way, that PRTN identifies the contract number that funded the 
work - MDA 903-77-C-0272   I've found such numbers to be excellent 
"search terms" for finding other old related technical info.  For 
example, if you go to discover.dtic.mil and type that number into the 
search box, a lot of other packet radio literature will show up.
