I don't think so. So far, "New IP" has no discernible traction. The term
has been around since October 2019 to my personal knowledge, but there's no
open technology behind the phrase.
We may well see attempts to deploy detnet (deterministic networking) soon;
at least it has a bunch of RFCs. I also expect some real-world use of AI LLMs
for network management, traffic engineering, etc. quite soon.
Of course China will be part of it all; why not?
