Hmmm.  I guess my phrasing did attribute the requirement to the SDOs.  
Didn't phrase that carefully enough.

The ecosystems using those SDOs' specs typically embodied the 
requirement. I don't hink the SDOs, themselves, did.  Certainly the OSI 
world, as typical for ITU and ISO standards.
