I wouldn’t put too much credence in:

"I would say setting it to 3 has stood the test of time.”

It wasn’t that long ago, that a bug in TCP showed up that had been there since the earliest implementations in the 70s.
Also, we learned a few weeks ago, that the TCP checksum was a placeholder until someone could determine what it should be.

’Standing the test of time’ can’t be relied on.  ;-)
