Dave Farber (my PhD advisor) was faculty at UC Irvine, UDel, UPenn, and CMU, all without a PhD, too.

It’s less common as a field matures, but there are always exceptions in every field, even in “R1” universities.

It does, however, require a a reason that warrants the exception...
