Geoff,
It’s not spam (I turned spam rejection off during the test).
I administer this list as supported at no cost by ISOC. I didn’t write Mailman and don’t know why it didn’t send a bounce message.
If you find out, please do let us know and I’ll see what I can do to get it fixed.
