i think i misunderstood you... let me clarify..

when the 316 came out and it could hold 32k, the only plan that I knew of 
was to use the 32k 316 for the TIP.  I don't know if the
approach of just using a *second* 16k 316 for a fully
independent, standalone TIP was considered.  seems kinda brute force to me. 
 perhaps Dave remembers how the decision of
making a 32k combined imp/tip versus making the TIP an independent 
standalone host was made. I was just stuck
with the job of figuring out how to make it work.  :)
