DoD also had a mandate for migration to X.400 if i recall, but
the army base in Germany where i had a small consulting gig
proudly showed their never opened / never to be opened boxed X.400
software.

Aka: This didn't end with EU regulations, but i am sure it started
there.

I forgot the name/number of the EU directive about ISO/OSI Sigh.
Was quite a bit of annoyance back in the days.
