That is an interesting question.  The SJCC proceeding volume has an
AFIPS copyright notice.  AFIPS was a joint venture of the ACM, IRE,
and AIEE, the latter two of which merged into the IEEE.  When AFIPS
shut down in 1990, the IEEE took over their Annals of the History of
Computing, and there weren't any more JCCs.

So they belong to some combination of the IEEE and ACM.  The
proceedings show up in the ACM Digital library which claims the ACM is
the publisher, while they're not in IEEE Xplore, so I'd guess ACM.
