INWG was formed in October 1972 at the ICCC meeting.

By summer 1973 INWG #39 outlined ideas that eventually were refined and
published in May 1974 (cerf/kahn article in IEEE Transactions on
Communications)

The first full TCP spec is RFC675 December 1974
