These two workshop papers are how the state of OSI
looked from CERN in 1988/89. Before the second one, Tim
Berners-Lee had circulated the original proposal for the
Web to some of us.

The references to "interim" solutions mainly meant DECnet
and TCP/IP, with EARN/BITNET also part of the story.

"COSINE" was a European Union project to deploy OSI services
for the research community.
