Hi Phill:

For the OSI reference model.  The paper on it is Zimmer's "OSI Reference
Model..." from IEEE Transactions on Communications, April 1980 and that
cites two outputs of SC16:

    ISO/TC97/SC16 "Provisional model of open systems architecture",
	Doc N34, March 1978.

    ISO/TC97/SC16, "Reference model of open systems interconnection,"
	Doc N227, June 1979.

I have no idea how you'd acquire them, but presumably they sit in a file
cabinet somewhere...

I did a quick look through back network management stuff but didn't
find any obvious pointers to a telco standard document.
