[Chapter-delegates] Request for a method to send email to Chapter members.

I have tried the video for the long and confusing steps in order to send mail to the Chapter members, but I found much better to follow the written instructions. 

I suggest producing another video easier to understand, or better reduce the number of steps to complete the action. 

Of course the problem lies on the platform that was designed for another purpose, not to manage and communicate with a group of members of a chapter.
