Dear colleagues,
While I’m not in a position to comment on the entire history of Beyond the Net (BtN) funding, it is not the case that chapters are discouraged from working together on projects funded by BtN. What is true is that two chapters cannot apply for funding for the very same work, for the obvious reason that it would be “double dipping”. We attempt always to run fair and consistent global funding opportunities with clear, understandable criteria.
All chapters in good standing are eligible for Beyond the Net funding and there are more than 150 NRIs and dozens of SIGs who are eligible for funding through IGF. An important part of these programs - and all Foundation funding programs - is ensuring that the funding is distributed as fairly as possible with clear guidelines and standards. But certainly, if two or more chapters wish to get together on a project, divvy it up, and each take a piece to administer, we are able to accommodate such applications.

One thing I'll say about this. It used to be, when it came to Beyond The Net grants, Chapters were encouraged to partner with each other on projects, make combined applications. Now it seems the opposite is true, if one chapter applies for a grant for a project, all other chapters are instantly excluded from also applying for money to apply to the same project.
I was told this policy was implemented at some point in the past because of some abuse of the system, so possibly a case of a bad case leading to bad law?
The other thing that is now missing is well resourced strong regional leadership, which was always key in fostering Chapter collaboration

This is a general principle that should apply to everything IMO. I’m building a proposal in that sense about the fundraising discussion – I’ll post in another thread.

Frederic. this wouldn't work. It is roundabout, not every chapter has such a system to thoughtfully provision for live stream and zoom services. Your suggestion to shift the responsibility from isoc.org<http://isoc.org> to Chapters and consolidate allocation from every chapter into a whole??

It’s a good suggestion, however it’s always easy to ask to someone else to make an extra effort and give money: I would suggest everyone asking to support Joly to also do an effort, as a global organization.
Each chapter has the chapter admin funding, and there’s the general admin support for video conference.
For my Chapter, I’ll propose to give an equivalent amount of money of a Zoom license for Joly’s services. https://www.isocfoundation.org/chapter-admin-funding-lists-of-costs/
The optimum would be if the staff could consolidate this for all chapters, to avoid duplication of bank transfer costs.
It could be a mixed model, as for each chapter giving x amount of money, Internet Society (Foundation) would add extra money.
This principle could be applied to other requests, as life interpretation (Eduardo ;-)), Internet Society Knowledge Base (myself ;-)), Regional Chapter Workshops…
That way, with Chapters having to give some money themselves too, we’ll see which services really interest many chapters, and which don’t.
Because Andrew is right: we cannot do everything. If others support this idea, may the Chapter Advisory Council work on a proposal?
