[Chapter-delegates] ISOC LIVE - the reports of its death are exaggerated, but..

One thing I'll say about this. It used to be, when it came to Beyond The
Net grants, Chapters were encouraged to partner with each other on
projects, make combined applications. Now it seems the opposite is true,
if  one chapter applies for a grant for a project, all other chapters are
instantly excluded from also applying for money to apply to the same
project.

I was told this policy was implemented at some point in the past because of
some abuse of the system, so possibly a case of a bad case leading to bad
law?

The other thing that is now missing is well resourced strong regional
leadership, which was always key in fostering Chapter collaboration
