[Chapter-delegates] What should ISOC's future goals be? How can we work toward achieving them as ISOC Chapters?

I appreciate your message.  One specific suggestion particularly makes me wonder:

As you might imagine, over time we've spent a fair amount of time (and more than nothing in legal fees, too) trying to tackle the issue of money flows.  In some countries it's not merely that getting funding from the US isn't a good idea, but instead illegal or highly restricted.  So, that raises for me two questions:

1.  Do you think it would be fair somehow to provide funding where it's "not a good idea" but not where it's legally restricted?  I'd be keen to hear community views about that.

2.  Given that the Internet Society is in fact incorporated in the US, how do you think we might get around the problem of sending funding from the US (and, especially, do that without breaking any laws)?
