That has been a key issue for ISOC for many years; some of the goals of
chapters around the world are not necessarily being helped by ISOC.
ISOC's admin support is a good start, as it allows chapters to keep the
basics, needed for running a chapter; however in some countries getting
funding from the US is not a good idea. Perhaps ISOC could work towards
finding a solution for these chapters.
Another issue is how chapters and ISOC HQ are addressing the challenges
that come from different governments with regards to the
multistakeholder model that have helped the Internet become more
accessible than ever before. Chapters work through national governments
to provide them expertise that they need, which at some cases in the
last years have proven crucial and vital.

The communication between the chapters and ISOC is not working well;
often chapters find out about an important decision by a public
statement, or even a media story. ISOC HQ is not using the
chapter-delegates list enough. The European group of chapters has
somewhat better communication with ISOC HQ; example is last week's
discussion on key issues, important for the open, interoperable
Internet. We had about 40 people on the Zoom call (not sure if any of
the Trustees were there). We raised some problems to the staff, and I
hope they have conveyed them to the leadership.

Hope this is  helpful.
