[Chapter-delegates] On funding dedicated to chapters

Tom,
in another list, maintained by ISOC, and dedicated to ISOC's "governance
reform", when I raised a question about diversity, was confronted with
questions that diversity should not be "forced" (not sure who's forcing
it, since none of us, chapter leaders, has any power to "force" anything
on ISOC?!), but people should be taken by their experience, expertise,
skills, etc. This, of course is true, the only problem is that it's not
the entire truth, as there are experienced and skilled experts around
the world; and the org members, and the IETF have enough experts among
their members/employees/volunteers, who are not necessarily only from
North America...
It seems that lack of diversity is one problem, and not understanding
that it is a problem, is... another problem.
