[Chapter-delegates] On funding dedicated to chapters

I reacted to the same myself, and I think it's something that is worth 
looking into. I would like to draw attention to those trustee members 
appointed by IETF, every single one is from the United States.

In am not looking for a perfect demographic composition of the board, it 
is however important to have different perspectives. I am reluctant to 
believe that the current board of trustees represents such diversity.
