[Chapter-delegates] 2021 ISOC Board of Trustees Election Results

Dear Veni,

Sorry for chiming in on this a bit late, but let me start by saying that we’re very happy to see the good turn-out in this year’s elections for both Chapters and Organization Members. These are the highest numbers since 2017 for both segments of our community.

As you know, there’s a difference between the relationship of Chapters and Organization Members with the Internet Society given that the latter pay a membership fee to support and be part of the organization. By joining the Internet Society as an Organization Member, they get access to member benefits<https://www.internetsociety.org/about-internet-society/organization-members/membership-levels/> and voting in the Board of Trustee elections is one of them.

For both Chapters and Organization Members, staff reached out individually to ensure the election timeline was known, so they can cast their ballots ahead of the deadline, if they wish to participate.

With regards to the Chapters, we worked with them over the years to highlight the importance of participating in this vote as it provides them with a voice in shaping the future direction of the Internet Society and the Internet at large.
The Chapter Advisory Council Steering Committee was also supportive over the last few years and sees the importance of having all Chapters participate in the election. This same model is being used for Organization Members, hence the high voting rate this year. As we move forward, we aim to increase that rate as well.

I hope this helps explain the numbers.

On the issue of voting, I agree with you that it represents interest (though, I have to admit that ISOC staff put a lot of efforts to make sure everyone votes - I got messages and SMS reminders!). The chapters are (still) underused (or not used enough) partner of ISOC; they are local, but are part of a global organization. If each of us can do a little, we will do a lot - together!

What I wonder is (and I have no answer, as I am just a chapter president and not affiliated with the organizational members, why they voted in such a small number?

What does it mean?

Lack of interest? They were not reminded? They don't care (I hope that's not the case!)? Perhaps we can hear from ISOC, or perhaps ISOC should make an effort and find out, and let us - the chapters - know?

What do others think?

It is very satisfying to read the turn-out of the Chapters election as 93% which surpasses any democratic result that we may read these days in the news. It can only represent a genuine interest of the Chapters in ISOC`s "health" and as signal that there is a lot to be said and heard about ideas and problems from one of the strongest parts of the organization. Participation of all members is diverse in deepness and involvement. Diversity is one of our strengths, while chapters and organization members have such distinct ways of participating. The reasons to participate belong to each member and we can only encourage them to be engaged.

One piece of information should make us think (and hopefully we can get some answers from Maimouna and ISOC):

“ Voter turn-out in the Chapters election was 93%. Of the 122 eligible chapters, 114 voted. Voter turn-out in the Organization Members election was 67%. Of the 84 eligible Organization Members, 56 voted.”

I wonder why there’s such a huge difference? Can we get some comments from ISOC and/or the Elections Committee?

On behalf of the Internet Society Elections Committee, I wish to extend my appreciation and thanks to all of the nominees and final candidates for the Board of Trustees election. We are honored that so many qualified individuals offered to serve on the Board. Voting closed on Friday and the election results were certified today, in accordance with the elections timetable.

CHAPTERS
In the Chapters election there were six (6) candidates for one (1) elective board seat. Having received the most votes, Luis Martinez has been elected to a 3-year term as Trustee.

Separately, the Board, acting pursuant to its authority under Article II, Section 1(d), announced its intention to offer the runner-up in the Chapters election a one-year appointment as Trustee. This will restore the board to its usual complement of 12 voting members comprised of equal numbers from all three communities: Chapters, Organization Members and the IETF. The number of voting members fell to 11 when Olga Cavalli recently resigned with one year remaining in her term.
Muhammad Shabbir is the runner-up, having received the second highest number of votes in the Chapters election.

ORGANIZATION MEMBERS
In the Organization Members election there were four (4) candidates for two (2) Trustee seats, one which includes a three-year term and one which includes a one-year term. As previously announced, the candidate receiving the highest weighted vote count is elected for the full three-year term and the runner up is elected for a one-year term.

Robert Pepper received the highest weighted vote count and, so, wins election for a second three-year term.
Paul Ebersman received the second highest weighted vote count and wins election for a one-year term.

The Elections Committee is pleased to report that the level of participation in both elections was significantly higher in 2021 than in recent years.

Voter turn-out in the Chapters election was 93%. Of the 122 eligible chapters, 114 voted.
Voter turn-out in the Organization Members election was 67%. Of the 84 eligible Organization Members, 56 voted.

Please join me in congratulating the successful candidates and thanking all who ran.
I also wish to thank all voters, members of the Elections Committee and ISOC's supporting staff.

Election challenges may be lodged between now and 15:00 UTC on Monday, 3 May by email to the President of the Internet Society, Andrew Sullivan (Sullivan at isoc.org<mailto:Sullivan at isoc.org>). Any such challenges must be addressed to the President of the Internet Society with a recital of the reasons for the challenge. The President, after consultation with the chairs of the Nominations and Elections Committees and the members of the Board of Trustees, shall advise the challenge author of the Board's decision by Wednesday, 10 May.
