[Chapter-delegates] Unfortunately, the Internet Impact Toolkit is unsound

Thanks Vint for the right and correct answer. As you say underlying data 
transport can be different e.g. wi-fi, but the things we are doing today 
have common

layer based on TCP/IP or UDP/IP, being video, speech or e.mail. That is 
the  main internet property  - ability to inter-connect multiple packet 
switched networks.

Many forget that!
