[Chapter-delegates] Bank Accounts was - deadline for admin funding

Thanks Alex and Andrew, 

I’d just like to confirm that we are working with the Malta Chapter to help them through their rejuvenation process. This includes the development of a plan to address these challenges together with the local volunteers and in accordance with the Chapter Charter Letter.
