I don't think it would be appropriate for me to discuss the case of a specific chapter here.  The current arrangement (which, as Joyce pointed out, went through the ChAC SC and the whole AC) is something that all the Chapters consistently agree to. That consistency is also to the benefit of the overall Chapter system.

The issue to do with bank accounts boils down to rules that the US has imposed.  We will continue to look at ways to make this less onerous for Chapters where this is a problem, but I don't wish to mislead people into thinking this is a small issue or one where there is a lot of hope for easy solutions.  As I have already indicated in this thread, I've heard from other US non-profit people who work internationally; it is a general problem, and it has become harder in recent years.
