Thank you Dan and Andrew and ISOC staff team for preparing this report.
I think I saw this on the policy list but think the chapters list may be
a better spot for discussion?
It is good to see the education program continuing to grow in ambition.
I am wondering though that as the numbers being reached is still in the
low hundreds for 2021.
Would it be something to consider for 2022 and beyond whether ISOC might
pivot to develop its training materials to be repurposed within training
materials by the thousands of training organisations around the world?
That could bring the "open" message of the Internet model and the
purposes of ISOC directly into the central messaging of as much of the
relevant training going on around the world as possible?
I'd like to understand the thinking behind the approach to "community
networks". With the strong statement that half the human population
globally is not on the Internet. It comes across that ISOC is looking
for CNs to help fill the gap. Given the budget of $2m dollars - and that
is very welcome - I wonder how big a dent ISOC is hoping to make and
again whether in 2022 the lessons learned during 2021 might be helpful
in seeding materials, CN "kits" and regulatory assistance etc .
CNs are at the "thin end of the lollipop" to misapply Marylin Monroe. If
they are to be taken seriously as a solution to Internet access - which
I am not convinced they are - then some approach to co-existence with
"commercial" ISPs and the particular challenges in rapidly
consolidating markets could be helpful when presenting this work to the
powers that be around the world.
The Web foundation has also made a point about extending Internet
access. I don't know the current politics between ISOC and the WF but
having very compatible ambitions would suggest deduplication and
co-ordination might offer a multiplier effect? I am wondering if this
has been discussed? There are other NGOs and bodies in the NFP sectors
which are also interested. I am not sure how ISOC wants its communities
to engage and whether there is going to be a formal partnership program
to build a coalition to try to fix access?
I am very unclear about how the funding is now working with the
emergence of the ISOC Foundation. I didn't see a mention of the ISOC
Foundation in the plan.
The plan does not make a split with the Foundation or explain how PIR
revenues are now being allocated between PIR needs, ISOC and Foundation
and where the funding for these programs fits with that flow. That might
not be needed in an outward facing report. But for this community it
might be very helpful in communicating to those who are being encouraged
to participate within the tent.
I note that Chapters get 11 mentions I think, but I don't see any
explicit financial support mentioned in the plan so Chapters can
prepare and develop the items mentioned. Is the community breakdown
including for chapters SIGs etc going to be broken down?
The biggest item in the financials are for staff/ operations at $29.36m
leaving around $10m for activities by the community. It is not clear to
me how much of the operations/ staff budget is directly being used for
programs. The proportion of the publics' money being used for
organisation v activities is frequently used in charitable circles in
reporting. Certainly the source of funds to ISOC is seen as the
public's money coming from .org/.ngo registrants. I am not criticising
this. As I do not know how the breakdowns actually are made. Just that
it would be helpful when presenting ISOC to third parties to have the
fitness of purpose information and fund flows clearly demonstrated.
