I agree with you that it's better to be discussed on the chapters list.

Especially that it has some sections, which are quite relevant for us.
See this quote for example:

p. 14. "Internet Society Chapters and Organizational Members are often
in the best position to reach out to their government and local
stakeholders in preparation for the WTSA. We will provide them with
useful and relevant information to strengthen their local advocacy."

While this sounds good, it could be improved in several different ways
(in random order):
- The chapters, who have good relations to member states, could actually
provide useful and relevant information to ISOC and to the other
chapters - regionally, within the different ITU regions. Such
collaboration could be very helpful.
- The local advocacy will be strong(er), if the chapters are empowered
to reach out to the local communities and find the right experts in
their respected countries/regions, so that they could bring their
knowledge to the attention of the telecom administrations.
Of course, one has to have in mind that the WTSA will be taking place in
2022, not 2021, but that gives ISOC even more time to figure out a way
to work with the chapters on finding the best way forward.
- In some countries/cultures such an action plan, which seems to tell
chapters they have to serve as a advocates for ISOC's positions (I don't
say the chapters are, but how it might look in certain cultures if ISOC
provides the chapter with "information to strengthen their local
advocacy"!), this will be counterproductive.

Haven't had time to look what are the action plans with regards to other
IGOs activities in the Internet field, but this one was obvious, as it
was under a separate headline.
