Folks
The giant telcos, European & Chinese, want to take back control of all
networks so they can charge to guarantee quality of service.
The original proposal, from the Chinese telcos and their vendors, included
a replacement for BOb and Vint's IP protocol. That has now been dropped;
I'll share the latest Chinese ITU filing with anyone interested. But the
substance - deterministic network control by the telcos - hasn't changed.
The US and 16 allies is blocking this at the ITU Study Groups, I can
confirm from an authoritative source. It's not impossible for the sponsors
to refer this to member states, but that's highly unlikely and would
probably fail.
Meanwhile, ISOC has some out of date material we should correct.
