Basically, it looks OK to me, but I would suggest expanding as follows.
In the section “Potential Risks and Threats”, I would suggest to start by pointing out that there are market failures: information asymmetry and negative externalities, and so market mechanisms are not sufficient. I would suggest referring to the excellent ISOC report on the matter (https://www.internetsociety.org/globalinternetreport/2016/ ).
In the section “Norms, rules and principles for responsible State behavior”, I would suggest adding a call for states to adopt binding rules along the lines of Microsoft’s proposal for a Geneva Digital Convention, under which states would agree to refrain from stockpiling or using malware.
And I would suggest mentioning, and adding a reference to, ISOC’s forthcoming Fact Sheet on Government Hacking (the draft is at: https://isoc.box.com/s/m87dxud10i1o180dygx06dhzjdrsw3bk ).
You might even wish to consider supporting calls to strengthen the provisions in the ITU Constitution that go in the same direction as the proposals in the cited Fact Sheet, see for example:
