[Chapter-delegates] Call with Chapters in advance of the ITU Plenipotentiary 2018 (18 Oct, 10:00 and 20:00 UTC)

Thanks Christine,

We are interested in this and we were even thinking of sending someone to
attend this event in Dubai. However, we have learnt that this is only for
government and associations like isoc etc. Unlike ICANN with its friendly
approach of inviting all. So what other options are there? Can isoc sponsor
a rep from our chapter who can contribute and lobby others to ensure the
internet remains for all without any interference and restrictions, etc.
and support all other initiatives of isoc. This is a very important event
and the more people from isoc and chapters experienced with the ITU's
complex bureaucracy and dynamic attending, the better.
