[Chapter-delegates] CHAC Steering Committee Elections - Vote Now!

The easy solution is to move Chapter-leaders to chapter-leaders at isoc.org
and just leave ChAC delegates on this list. This would revert this list to
less or more its original function.

At some point a decision was made to add all Chapter officers, but before
that it was indeed for delegates, hence the name.
